The commissioner has not yet responded.
The document also discloses a meeting between Bishop and Callanan, in which the governor said he believed Bishop had taken the matter too far and that the leak had endangered the financial institutions involved.

Bishop has denied any wrongdoing, saying he has been “shocked, distressed, upset and saddened” by recent events.
Callanan has said he believes the leak had been caused by the leaking of a confidential report to the governor’s office by one of the commissioners, a former government official.
As he prepared for his return to Holyrood, the outgoing archbishop had revealed he had received confidential details about the private life of a top figure within the governor’s office, including how his wife worked for a private insurance company in the Republic of Ireland.
Bishop has now said there was no intention of going back to the governor after he returned to New Zealand, and he says he is now considering the issue over the next 12 months.
