The report had been prepared by a consultant hired by the governor, Patrick McNamara. The confidential document was circulated to Bishop and the chairman of the commission, Martin Callanan, in an email sent on Wednesday morning to the governor.

Callanan has said he believes the leak had been caused by the leaking of a confidential report to the governor’s office by one of the commissioners, a former government official.

As he prepared for his return to Holyrood, the outgoing archbishop had revealed he had received confidential details about the private life of a top figure within the governor’s office, including how his wife worked for a private insurance company in the Republic of Ireland.

Bishop has now said there was no intention of going back to the governor after he returned to New Zealand, and he says he is now considering the issue over the next 12 months.
